They're not a riff rock band like Sabbath, Zepp, Hendrix, Cream, etc or a vocal hook band like CCR, U2, or Queen. They're somewhere in the middle. They've always been their own thing, and it's especially tough to put them in a box because their 60s pop singles and 70s rock are quite different. Very difficult to cover as well, especially Tommy and beyond.

You may already know, but the first Rarities album from the 80s does a good job at collecting the outtakes from the 60s, and The Who Sell Out box from a few years back does a good job at collecting the outtakes from Sell Out and the aborted Who's for Tennis album.
