So-called "classical" music (we all know it's not technically a genre, relax autists) is about unique forms and structures (rondos, fugues, sonatas, polonaise, rhapsodies, concertos, obviously nocturnes and preludes and symphonies, etc) and using these forms to manipulate motifs and such, and almost all jazz is about improvisation and interplay and balancing individual freedom with call-and-response communications. Prog isn't good at any of this. It's mostly riffs, even during their 20-minute so-called "epics". That makes it part of the pop/rock paradigm, not the classical/jazz idioms.
