Yes, without a doubt. The problem with MM's other material is that it sounds so cheesy and shallow compared to actual industrial rock, it just sounds like alt rock with silly industrial-lite sounds on top, and goofy, croaking vocals. Mechanical Animals is great because it doesn't bother failing at industrial rock, and goes in a dark glam direction, which they were great at. Beautiful melodies, good lyrics, and basically contemporaneous with a band like Placebo. IMO the focus on melody made it the best thing MM ever did.

Each one was a classic in it's own way. After that his act got a bit stale, I mean some of it was decent enough but none of the albums really stand out to me.

The stuff with their first guitarist was more often than not pretty good too, they were at least self-consciously cartoonish before getting too close to Reznor and becoming self-serious while sounding too of-the-moment. The Bowie emulation is obvious and admittedly derivative, but he and the band nail it.
I like Holy Wood the most.
The Golden Age of Grotesque is the album I have the most songs added to my playlists so I guess that's the best one.I haven't been an album listener for years tho.
