I would probably listen to Behind The Sea more carelessly frequently but I'd never say it's flat-out better than Nine In The Afternoon

there's plenty of down-tempo music out there but what Nine In The Afternoon is doing is rarer and tremendously well-executed; it even mogs That Green Gentleman which does something similar

Behind The Sea though is a Top 15 song for sure, maybe Top 10 (and of course mind the alternate version)
