That was never the intent of the genre itself so-to-speak, which really wasn't much of a genre as much as an organic evolution away from what was considered the standard rock music pop song format. What you're describing is what it later turned into after GYBE and Mogwai and Explosions in the Sky got massive. Many of the early post-rock acts took more cues from jazz and the burgeoning electronic music scene than anything else.

They were kids who really liked Neil Young and post-hardcore music like Squirrel Bait and Big Black and jammed for hours and hours until they created their own unique space in music. Its the 2nd most high IQ music, just under classical. Huge variety in the genre. It's amazing, but a damn shame what's become of it these days.
