This episode felt oddly out of character. I don't really see Homer as someone who cares about being 'in touch.' Nor am I convinced that Bart and Lisa, being grade schoolers, are really 'with it.' and have discerning opinions about popular, trendy music. Hell, Lisa's supposed to be into jazz music, and her musical idol is established as being an obscure nobody.

I read somewhere that The Simpsons' writers had a bit of a problem where they wanted to tell the sort of stories what would work better with teenagers or young adults. This definitely seems like the story that would be done in a sitcom where the child characters were in high school.

I think the joke is multipronged. On one hand, 1974 is when Homer, a man who was middle aged in the ‘90s, would have been a teenager and thus an active consumer of new bands.

There’s a slight possibility that another intended meaning here for Matt Groening, who was a big advocate of punk, alternative, and indie rock music, would be that any fogey of any time period would say rock reached its zenith before punk rock developed (earliest hints in 1975) and tore down the last of the ‘60s generation.
