Why is Kpop so popular but pretty much only anime fans in the West listen to Jpop? And what about Chinese pop?

Korea actually marketed K-Pop in the west and K-Pop is just a slop version of western pop vs. J-Pop which is more its own thing.

Idol stuff would have actually worked but they need to have pushed the right kinds of groups. The mainstream stuff like AKB48 wouldn't have done it (Johnny's maybe for the girls ala BTS) but Babymetal is probably the most successful Japanese musical act ever in the west and Atarashii Gakko has done well too (even though their music since signing to 88rising is dog shit compared to their old stuff). Brocken by the Scream played Wacken this year and signed with Metal Blade. Basically, pulling from and promoting groups from the indie/alt-idol scene is the way to go because a lot of those groups will have musical styles, presentations and personalities that are going to be more appealing to westerners.

Because Japan doesn't want anyone outside Japan to enjoy their products, especially Jpop, it's why you actually have to go out your way to get that stuff.
South Korea on the other hand is pretty much happy as shit to share their culture with the world, and be known as anything other than having conflict with it's northern neighbor for once.

Also take into account most Jpop is in straight up Japanese, and a good amount of popular kpop has English lyrics.
But yeah, most of it is because the Japanese recording industry gatekeeps the absolute fuck out of it. Outside of piracy, the options for getting that stuff is hoping to get it from yesasia or something. It's just how Japan is with most media.

Kpop isn't exactly just Korean pop music, its an industry that hires women from all over the world

So it's like europop and such, where it was the case of getting some random chick to sing over some French/Italian guy's music beat, didn't matter if she's from some random American suburb or Africa or some shit, didn't even have to be Europe.
