This decade wasn't as good for music as people thought it was in retrospect and a lot of noticeable cancer started setting in.

For rock music, maybe. Grunge and Britpop are honestly kind of lame as standing generational statements. I do think commercial electronic music hit a real stride here, the production really outgrowing the limitations of the 80s and coming up with some slick sounds and styles such as trip-hop and IDM. Metal had some really new shit going on this decade too like gothic metal, black metal and (love or hate it) nu metal, plus Metallica really drove home the commercial peaks with shit like the Black Album. You've also got first wave post rock all throughout the decade and it's hard to say nothing good came of that. I guess you can sort of throw shoegaze in there too, but for all the venerated classics that this decade spawned some of it really wasn't that beloved past the earliest years of the decade, almost like it was a late 80s holdover that fizzled out.

The second half of the decade was where the rot started to set in imo. Underground metal started to weaken (thanks At the Gates-Slaughter of the Soul ruining multiple genres at once, and the Norwegians getting thrown in jail) rock went from grunge and shoegaze to britpop and finally trash like nu-metal, pop got worse, rap got worse (not that that mattered much, but still indicative of the downward trends).

Al the great stuff from the 90s was kinda cooked up back in the second part of the 80s, in the underground.So in a way the 90s were a continuation of the 80s but in a great way, unleashing all the cool stuff that was sprouting in the shade.

I honestly don't like straight up classic rock music very much in general.
No other decade would've come up with Dazzling Killmen, U.S. Maple, Five Starcle Men, Royal Trux, etc. and certainly no decade past the 2010s will ever permit artists to be this weird again. If you're a poptimist, sure, take your decade of choice. If you like boundary-pushing stuff that still had creative rules attached (i.e. no effects pedals as crutches), the 90s were it and will always be it.
