The toddler should not have been allowed boarding without a guardian - parent or otherwise. And said guardian should be competent enough to ensure the toddlers behaviour - not by all means - but experience shows toddlers are human enough to conform sufficiently.
In this case: Why the fuck not remove the toddler and guardian?

The parent couldn't get the toddler to cooperate either, the plane had to go back to the date to disembark them, by the time all that and getting their baggage off was done it was past the airport's noise mitigation time so the flight had to be cancelled.
