The occupation of Japan officially ended on April 28, 1952. This was negotiated in the Treaty of San Francisco, which was signed September 8, 1951. If the president unilaterally extended the occupation of Japan by an additional 4 month in 1952, I think that would have been disastrous, even with "four less months of prep". Because it would undermine trust from the very beginning.
