The turtle removed the Governors ability to do just that back in like 2017 or so. The Governor tried to appeal it but failed. The Bitch Mitch wanted a trio of hand picked republican reps to be the pool of people the Governor had to choose from. That law got worked down to now instead the Governor has to declare a special election. And with such little time there may not even be a need to since the elections are this fall anyways.
