According to previous reporting from KARE 11's Danny Spewak, Vang took responsibility for the crime at last month's Board of Pardons hearing, as the board also took into consideration numerous letters supporting the pardon.

One of the letters even came from the girl who was victimized by Vang, writing to the Board of Pardons: "What happened to me was wrong, but I have had many years to think about this. I have made my peace with it. I forgive him... He is not the same person now."

"When I was 18, I began sexually abusing a young victim. What I did was wrong. It was a serious crime. She was a child," Vang told the Board of Pardons, adding later that "if I am sent away, we lose everything. My children will lose their home, and they will lose their education. They will grow up without a father."

Vang was born in a refugee camp in northern Thailand after his parents left Laos during the Vietnam War. In a letter to the court, Vang's uncle said his nephew had no relatives left in Laos.

"It would be a grave miscarriage of justice – and a deeply human tragedy – if he were removed from the only home he has ever known," his uncle wrote.
