The effort marks another step in the Trump administration’s push to build out immigration enforcement infrastructure after securing tens of billions of dollars from Congress for deportations, detention and border security. Rather than relying entirely on chartered aircraft, the notice shows DHS is making moves to assemble a fleet it would own while outsourcing flight operations to a private contractor.
The push began under former Homeland Security Secretary Kristi Noem and also included a Boeing Business Jet, advertised in an online listing as featuring 17 passenger seats, a full kitchen and two bedrooms. It is unclear whether that aircraft would be included in the operations contract.
The purchases drew criticism from Democratic lawmakers and government watchdogs, who questioned why DHS needed a government-owned fleet that included a luxury-configured aircraft painted in a livery resembling President Donald Trump’s new Air Force One.
Noem was forced out in March in part because of questions about agency spending under her tenure, including a $220 million ad campaign featuring her touting the agency’s work and urging migrants to leave the country. Lawmakers also questioned her relationship with Corey Lewandowski, a long-time Trump ally who had become a fixture at the department despite holding no official government role.

Most Immigration and Customs Enforcement deportation flights currently are carried out aboard privately owned aircraft chartered from contractors. Department officials have previously said owning the aircraft would reduce the agency’s reliance on charter providers and lower costs over the longer-run.
The Department of Homeland Security did not immediately respond to a request for comment.
Trump has made deportations a central part of his agenda, giving adviser Stephen Miller a key role in creating the framework for a crackdown on immigration.
The pace though is running far below his goal of 1 million a year, with more than 550,000 people deported by ICE between January 2025 and April, the most recently available data.
The administration has repeatedly pushed ICE to increase arrests, expand detention capacity and speed up removals.
