As per the police report, the police responded in approximately one minute (thanks to new shot triangulation tech that had been installed the year prior as well as a general increase in police patrols in that time frame due to previous similar robberies), Seth was not only still alive when the cops arrived but he was able to communicate with them, and he lived long enough to make it to the hospital but unfortunately died there.
Now on to human psychology: you just accidentally turned your armed robbery into a murder. You can already hear the sirens because you're an idiot who decided to pull the same crime too many times in the same neighborhood at the same time of night. Do you A) take the time to go through the dude's pockets for valuables that will link you back to the crime if found or B) get the fuck out.
As per planning a hit, why the fuck would you A) use an unsuppressed gun in a neighborhood with shot triangulation, B) choose peak cop patrol time (and time it so badly that a cop is practically outside the door when you shoot your gun), and most importantly C) LEAVE WITH THE GUY STILL ALIVE AND LUCID.

There is no conspiracy because no good conspirator would choose that time or method to kill him, and they most certainly would not have left the building with him still breathing and lucid.
