Carlos Collado, a Dominican immigrant who owns five independent grocery stores in the Bronx and Manhattan, has succeeded over the last three decades despite obstacles that he blames on local and state governance.

His stores have faced an increase in shoplifting, he said. The city has provided tax benefits to big corporations that opened grocery stores and took business away from his.

Now, he says, New York’s new mayor, Zohran Mamdani, will make it even harder for him and other grocery store and bodega owners to succeed because of his plan to open five city-owned grocers. The mayor announced additional details about the stores this week, which he said will offer produce, meat and seafood for 30% less than typical retail prices.

Existing businesses will not be able to compete, Collado and some others say. But there is also support for Mamdani’s venture, saying that the stores will bring much-need food options into areas of New York city sorely lacking in grocery shops and help with a crisis in soaring food prices that hits some of the city’s most vulnerable families the hardest.

Food costs in the United States have soared in recent years. In June, the average price of ground chuck beef was almost $7 a pound, an 83% increase over June 2016, according to the US Bureau of Labor Statistics. In the New York-New Jersey area, the consumer price index for food increased 33% from 2015 to 2024, according to the Federal Reserve Bank of St Louis.

Mamdani, a democratic socialist, has allocated $70m in the city budget to open the five grocery stores, one in each of the city’s boroughs. The mayor has announced the locations of two of the grocers: La Marqueta in East Harlem and La Peninsula in the Bronx’s Hunts Point neighborhood. The latter location will open by the end of 2027, he said. The city has not announced where the other stores will open.

Private operators would manage the ventures, and the city has issued a request for proposals, Mamdani said at a press conference on Monday.

“In the wealthiest city, in the wealthiest country in the history of the world, no New Yorker should have to worry about being able to afford to feed their family,” Mamdani said.

Supporters and opponents of the city grocery plan seem to agree with the mayor that food has become unaffordable for many people and that trying to solve the issue is a worthy cause. But they differ on whether the new grocery stores will help the average New Yorker.

Maria Torres, president, co-founder and chief operating officer of The Point, a community development organization in Hunts Point, said the predominantly Hispanic neighborhood was “basically a food desert”, so La Peninsula would not really threaten existing grocers.

As to bodegas, the city grocery will not offer cigarettes, alcohol, lottery tickets or hot foods, which means there will also not be much head-to-head competition, she said.

“I’m excited about it. I think it could be another way for folks to try to cut down on expenses,” Torres said. “We have too many folks that are unable to provide all the meals that they need.”
>>
>>1527406
Others disagree.

“It’s going to really devastate the economic growth of the small minority ethnic business,” said Frank Garcia, the chairman of the National Association of Latino State Chambers, who is leading an effort opposing the grocery stores.

US governments have tried to open grocery stores in other parts of the United States with limited success. The small town of Baldwin, Florida, invested $150,000 in 2019 to open a market, with employees on the city payroll, to make it easier for residents to buy groceries in an area that was largely a food desert. While many people initially touted it as a success, the town closed the store in 2024 because it could not break even, the Florida Times Union reported.

In Kansas City, the local government invested almost $18m in a grocery store and shopping center that closed in 2025 because of crime increases inside and outside the store and slow sales, the local NPR affiliate reported.

Meanwhile, the city government in Atlanta opened a grocery in a former Walgreens last year, and it has received positive reviews. Fast Company described it as “an oasis in its downtown food desert”.

It’s hard for any food retailer to succeed because “it’s a very low-margin business”, said Stephen Zagor, an adjunct associate professor at Columbia Business School who focuses on food businesses.

The mayor’s request for businesses to apply to operate the stores could help because it would give the city “the ability to get really good large-scale pricing from their suppliers”.

“But that gain could easily be offset by the cost of having them operate it,” Zagor said.

The city will also have to contend with labor costs. Mamdani has appeared with organized labor leaders when announcing the grocers and said workers would enjoy “union-level standards”.
>>
>>1527407
“These are going to be jobs where people can quote unquote make a living, which is nice to have, but in the reality of the business that he is supporting, it’s a big challenge,” Zagor said.

The stores could also be hindered by not offering hot foods. Profit margins tend to be higher for prepared foods, which have become a greater source of revenue for grocers in recent years.

“They are putting themselves in a box that is going to be very hard to break out of,” Zagor said.

But if the city grocer sells prepared foods, that would mean more competition for private store owners, who are already upset about the mayor’s plan.

Gustavo Gordillo, a chair of New York City’s chapter of the Democratic Socialists of America, didn’t help matters when he recently said on Fox News, “If one publicly owned grocery store that brings prices down in the neighborhood is enough to put someone out of business, then maybe they shouldn’t have been in that business in the first place.”

Andrew Rein, president of the Citizens Budget Commission, a non-profit watchdog group, said the city must consider that “small business owners are struggling to keep up in New York as well”.

While the stores could make it easier for people in food deserts to access affordable food, Rein said, the city should instead provide support, like an earned income tax credit, directly to low-income people facing food insecurity, many of whom lost access to Supplemental Nutrition Assistance Program food benefits because of cuts from the Trump administration.

“That would likely be more cost effective,” Rein said.

Also, some residents who might not be experiencing food insecurity could still decide to shop at the city-owned stores because they offer better prices than private businesses, Rein pointed out.
>>
>>1527408
A spokesperson for the mayor stated in an email to the Guardian that Mamdani believes that “independent grocers and local bodegas are a critical part of the food ecosystem”.

The city is designing the grocery store “initiative to minimize competition with independent grocers and to find ways to support them”, the spokesperson stated.

The city picked sites that do not have enough grocery stores or fresh produce options to meet residents’ needs, according to the mayor’s office.

Asked about the failed city-owned grocery stores, the spokesperson stated, “Every approach has had a different design. We feel confident that the design of our program, from our site selection to our operator partnership model, will be successful in delivering fresh, affordable food for New Yorkers with a financially sustainable operating subsidy.”

The mayor’s administration has also arranged roundtables with bodegas, independent grocers, food policy experts and residents, according to his office.

If the mayor does not meet with members of a newly formed organization, the Multicultural Business Coalition, which includes representatives from various ethnic groups’ chambers of commerce, then they will sue him, Garcia, of the National Association of Latino State Chambers, said.

“He talks about sensitivity with immigrants,” Garcia said. “Who do I represent? Immigrants.”

Yay, shitty, dirty, government stores packed with asshole employees that can't be fired.
What could go wrong?
Why must liggerals attempt to misuse the power of the government which exists to regulate to be booger eating commies?
>>
>>1527405
If commissaries work for the military then I don't see why this can't work for civilians. Let's give it a try.
>>
>>1527436
This, if anything we need to drive down prices and this is the way to do it.
Also the corpotists are crying bloody murder when the Mamdani Markets will be opened in areas that are food deserts. Nor do they have solutions to soaring costs.

We need more things nationalized.
>>
>>1527405
>Carlos Collado, a Dominican immigrant who owns five independent grocery stores in the Bronx and Manhattan, has succeeded over the last three decades despite obstacles that he blames on local and state governance.

like paying his employees subsistent wages.

the food ain't free at these commie supermarket.

2 factors will be removed, the buildings will be given a break on rent to lower prices, no blood sucking shareholders to take part of the profits.
also cheaper cuts of meat like pork bung, chicken feet, fish heads, etc, will be sold here for the ethnic market.

supermarket owners can also trap Alley cats, and various rodents
>>
>>1527416
>Yay, shitty, dirty, government stores packed with asshole employees that can't be fired.
Literally where does it say they can't be fired? Government employees can be fired just like anyone else; hell, even more so considering they can't be like the owner's son or some shit who can get away with whatever.
>>
>>1527443
I'm more interested in what they're going to do about restaurants and food carts cleaning them out. Where I live there are a couple of Chinese places that get all their employees to blitz the cheapest grocery store in town for chicken once a week or so. If these government owned stores are that much cheaper, then they'll be used as a distributor rather than a grocer.
>>
>>1527446
lol, the manager's pet has even more power in city government.
You must have never actually dealt with city employees if you don;t have the worst opinion of the dirty fuckers.

you're mad about a grocery store. let that sink into your pea-brain. maybe it'll sprout and you'll have your first good idea

The Government should not do what individual citizens can.

Anon they're literally just the same people who would get hired if this was a non-city owned grocery store.

shiggy diggy

If your business model is destroyed because of five new store in NYC, then your business model sucks. This isn't like Walmart taking over some shithole town and killing the local general store, this is New York City and five new stores opening out of over 30,000 stores already open in town.
>>
>>1527416
To be entirely fair, I don't like the idea of communist anything, anywhere myself - but if the businesses were smart or doing their jobs properly, what they would do is leverage their tremendous buying power to sell at a loss for awhile until these new replacement businesses go insolvent and are removed from the market. They're supposed to compete with each other to provide cheaper prices and better goods so that people will want to shop with them, not compete for higher prices to please shareholders.

Hopefully these new businesses selling at a loss will force the rest of the market to course correct for cheaper prices, at which point most of the utility of the new stores will evaporate, and the size and wealth of the larger corporate interests will control the majority share of the market again.
>>
>>1527478
I don't think I'd want to live in your shitty third world country
>>
>>1527472
Ask Mamdani about that…
>>
>>1527483
How his new stores would work in your shitty third world country?
They wouldn't be profitable at all for shipping times and costs. Its not going to work as well as it will in NY. Do you even have electricity so they can run freezers?
>>
>>1527484
In my oblast you get food from the government, but there are very long lines for bread and you have to spend hours in lines waiting for anything
You can wait for a car but it will take decades, and it will be a Lada

>>
Interesting idea, but how is this any different than food stamps? Seems like it's worse since the government now has to manage a physical store. Obviously it has to have restrictions on who is allowed to shop there because you can't just undercut every grocery store by selling everything at a loss
>>
>>1527451
The only way the math works on a food truck is buying food with EBT.
>>
>>1527519
Because it immediately brings down prices of food instead of subsidizing them. The idea being market forces now have to compete with a grocer that just has to break even to be a success. So either it works or it fails again
>>
>>1527519
>how is this any different than food stamps?
Rather than government giving out vouchers and covering the cost, it's mamdani saying 'this is what the price of things will be'.
This is retarded for a few reasons.
Companies that farm and sell produce at a market have incredibly small profit margins per unit of goods sold. These profits are so low that the US subsidizes them to make sure they don't go bankrupt after a bad day of weather or whatever.
30% cheaper bananas or w/e sound good for poor people, but catastrophic for farmers and farming companies. Why the fuck would anybody sell their produce in a store that is guaranteeing they will be selling their products at a loss?
The only way mamdani could be skirting around this problem was if he was counting on gimmedats from the federal government and passing the cost over to the government.
>>
>>1527521
no, you have to understand that unless a company can fund a billionaire to rape children, its not a profitable business
and actually selling at cost is basically selling at a loss because you'd be forcing other businesses to compete, further ruining sustainable pedophilia levels
do you think esl shill can feed themselves if they aren't self debasing for pedophiles?
>>
>>1527524
>Why the fuck would anybody sell their produce in a store that is guaranteeing they will be selling their products at a loss?

B C tier food exists from even the best of the best.

End of the day, if this works it's a giant blow to the Red team.
>>
>>1527496
>I can't wait for it to fail.
Unless the registers get robbed constantly or someone burns them down, the worst that can happen is people don't shop there, which means they can spin it as a sign that food insecurity is down and the grocer program accomplished it under budget.
>>
>>1527524
>Companies that farm and sell produce at a market have incredibly small profit margins per unit of goods sold
Literally just last year egg sellers got caught using bird flu fears to massively jack up prices even when they didn't need to. Fuck off.

I want to see how this turns out, people didn't care much for theft at corpos cause they're under the retarded delusion that they don't factor in increased thefts and pass the cost onto consumers until we get another walgreens situation. But if its a government controlled grocery store that's going to change, i'm going to enjoy seeing prices spike up and the difference having to be made up for via taxes or price hikes

the third option of them being "effective" is not possible, because there's no incentive for them to be good when you have taxpayers' money

a saner option would've been deregulation in areas where opening a shop is difficult , but that's too right for a muslim socialist
>>
>>1527631
>It can only be either too hot or too cold
>Obviously being just right is impossible
Hey quick question retard; how come this has worked for military commissaries for decades?

Also if this is run by the city for the purposes of making sure the people in the city have access to food, it doesn't need to turn profit, it can literally just go neutral.
>>
>>1527627
So fun story there; we know they're censoring Trump's name because someone noticed that there was a link to a CNN story about him in one of Epstein's text chats. Except in the article's title, Donald Trump's name was censored out.
>>
>>1527632
>how come this has worked for military commissaries for decades?
because DoD literally has infinite supply of taxpayer money for literally anything they want

>>1527629
>Trump made more progress than anyone else on releasing the files
Trump actively denied they existed until a bipartisan law forced him to release them. He then illegally hid names and thousands to millions of files despite that law. Donald Trump, objectively, is anti-Epstein transparency.

>passing the money through the government does not generate any profit for anyone except government official (either through "administrative costs" or through blatant corruption)
Wouldn't any profit just go towards the city's coffers akin to any other city-owned business/service? It would literally act as a secondary form of income for the city as a whole if the whole thing is city run.

And again, what is the problem with using taxpayer money to help taxpayers. "uh we're all partially paying for poor people's groceries" yeah and you're also partially paying for their electricity and water. That's how a local government works.
>>
>>1527638
>Wouldn't any profit just go towards the city's coffers akin to any other city-owned business/service?
this implies that state officials can only buy goods from people they tax, which is obviously not true
>And again, what is the problem with using taxpayer money to help taxpayers. "uh we're all partially paying for poor people's groceries"
subsidizing poor people living is bad neighborhoods breeds more poor people in bad neighborhoods

>>
>>1527405
Haha look at him go! Wasting all those tax dollars! Can't wait to hear what critical budget items have to go to pay for non-competitive groceries.
>>
>>1527436
Soldiers are serving the federal government on a military base. Civilians do not require specific resupply on the taxpayer dime.
>>
>>1527648
>Civilians do not require specific resupply on the taxpayer dime.
Are you legitimately trying to argue that citizens don't need to eat or have access to affordable food?

Fucks sake, it's not like commissaries are free either.
>>
>>1527597
So why didn't the biden admin do it?
>>
>>1527649
Citizens are not under arms or confined to bases. You can drive or walk 3 blocks over to get food you stupid fucker.
>>
>>1527650
Files were still sealed due to Maxwell's appeals. The case against her was only fully closed in early 2025.
>>
>>1527651
>Just go walk a few miles for groceries lol
Genuinely I love this argument that you can't help taxpayers on the taxpayers dime. You're never gonna believe this anons, but your taxes also go to public utilities and services used by the poor.
>>
>>1527646
>Anon, genuinely, do you understand how the entire tax system is supposed to work?
I'm talking about the tax system in practice
>>
>>1527655
So the answer is "no". Please look up how say, your local road or power grid is funded before you start talking on this thread again.
>>
>>1527648
It's not about if it's required, it's a question of it works or not. And it does.
>>
>>1527651
>You can drive or walk 3 blocks over to get food you stupid fucker.
So can the troops lol. Hell, they're even more lazy because they already have a mess hall that feeds them for free. What, can't leave basic training to go to the fucking supermarket down the road?
>>
>>1527656
>Muh r-roads!!!
Eat a cock faggot.
>>
>>1527662
>I don't understand public financing
We know anon.
>>
>>1527591
maxwell was charged literally for that case anon....
>>1527598
nice distraction you hypocrite, oh maybe the fact that pro-immigration stance is what caused the rape gangs to emerge uncontested to begin with? or the usual rethoric of muh racism literally ran cover fire for them.
>>
>>1527669
>maxwell was charged literally for that case anon....
yeah and the hundreds of people Epstein let abuse kids?
>>
>>1527670
Maxwell was arrested, stop talking about actually arresting the pedophiles
Most of them are Trumps 'friends'. Don't worry about them
>>
>>1527670
so why are you still using microsoft products anon? you support pedophilia huh.
and the thousands of girls groomed by rape gangs due to your like-minded immigration policies. oh wait those don't matter because they aren't due to trump.
hypocrite i Hope you get raped to death

>>1527673
So about those rape gangs: turns out natives are actually also doing them, you just don't give a shit because they weren't immigrants or brown.
>>
>>1527674
first time?
esl shill exhausted their baseless accusations that the stores would fail pretty quick, and they don't really have anything else or arguments to back up their lies
this is basically every thread on /news/
>>
>>1527677
oh don't forget also trying to claim
>It's bad if they don't make money but it's also bad if they make too much money (going neutral is apparently impossible)
>We shouldn't make them because we should keep poor neighborhoods poor so people will pull themselves up by their bootstraps to leave them
>Somehow officials will be personally taking all the profit from them and not the city itself
>>
>>1527636
That money is for Israel! Or in a pinch, certain rich businessmen who paid for the privilege of receiving lucrative government contracts.
>>
>>1527680
We spent a lot more on Ukraine so it's probably going to Zelensky
>>
>>1527684
nah, killing Russian faggots is always a good use for US funds

MIGA faggots think that funding universal healthcare in Israel but denying it at home because its too expensive is America first, somehow
>>
>>1527688
Nah I disagree. I think killing Palestinians is a better use of US funds.
>>
>>1527676
congratz you have actual rape culture as an acceptable thing thanks OBAMA. I hope ur happy lefty I hope your family gets trafficked and raped as karma.
>>
>retarded esl shill noises
>>
>>1527677
>first time?
yes, actually
I visit /news/ rarely, mostly because I'm tired of /pol/sperging and because /co/ is unironically a better board to argue if you want to talk to genuine lefties
>>
>>1527710
So you'll find out there is a guy here who thinks every single person here is someone who he calls esl shill
Sometimes he says they are an Indian esl shill, sometimes he says they are an esl shill bot, but the pattern is the same. If he is presented with information he will not try to make counterarguments or justify his position, he will call you esl
>>
i see someone is upset about their nickname again
>>
>>1527716
They pretend to filter out posts containing 'esl shill' but they obviously read every single one
