Yevgeny Volnov, a Ukrainian known for impersonating officials to disrupt Russian institutions, said in a Telegram post that he joined a call involving roughly 50 people, including officials of Russia's Ministry of Defense, defense-sector logistics and supply firms, and heads of weapons factories and repair enterprises.


He wrote in a Telegram post that the meeting was intended to discuss the distribution of the ministry's budget.


"This whole pack from Russia's defense-industrial complex piled onto the call," Volnov wrote, saying participants had gathered "to discuss, as usual, how to more conveniently carve up another billion."

Volnov said he was able to fully identify all the officials involved and learn which companies were participating. He added that he then told them bluntly that Ukrainian drones could reach any facility in Russia's military-industrial complex.


"Very soon everything there will be burning," he wrote, adding that prison "from their own side" and "inevitable" punishment from Ukraine's security service, the SBU, awaited the Russian officials.


He described the reaction as immediate. "These 'strategists' and desk rats caught a collective wave of panic and started dropping out of the conference one by one," Volnov wrote.


He added: "It's too late to hide, scum. We see every one of your meetings, we record every frightened face, and we know every account where you're hiding stolen money."


He signed off with a warning of further disruptions: "Wait for new surprises. More to come. Glory to Ukraine's Armed Forces."

The incident is the latest in a string of similar stunts by Volnov, who has for years used impersonation to infiltrate Russian institutions.


Moscow has issued an in-absentia arrest warrant for Volnov, accusing him of incitement to hatred.


In an earlier operation, Volnov said he broke into a call held by Russia's Ministry of Industry and Trade to discuss drone production, during which participants could reportedly be heard acknowledging that Russian-made unmanned aerial vehicles rely heavily on Chinese components.


One apparent participant on that call was heard saying that foreign raw materials were used in 90% of electrical components used by Russia, since "they simply aren't produced in Russia."
