Agents executed search warrants at his hotel room and home.Officials said they seized a semiautomatic rifle, five rifle magazines, 190 rounds of rifle ammunition, a rifle bipod and scope, an entrenchment tool, a prayer rug, pepper spray and about 30 knives. Two of the magazines were loaded, while the other three had a 30-round according to the affidavit.
Months of investigation before Kramer's arrestThe investigation began after an anonymous online tip to the FBI in March raised concerns about Kramer’s behavior following his release from a Pennsylvania juvenile detention facility.According to the affidavit, Kramer had previously been investigated by the FBI in 2023 while he was a minor. At the time, he was charged and adjudicated delinquent by Pennsylvania authorities in connection with a plot to commit a mass casualty incident and possession of child sexual abuse material.An adjudication is a type of legal ruling made by a judge that is legally binding, without a jury being empaneled. Being adjudicated delinquent means that a judge has found a minor to have committed an act that, if they were an adult, would be considered a crime. After his release March 19, an anonymous tipster reported that Kramer had resumed troubling behavior, including ordering what the person described as mysterious packages and communicating with people he had known before his juvenile adjudication.Investigators later identified Kramer using the online persona “Hamza Al Rashid,” according to the affidavit. Under that persona, he allegedly claimed an affiliation with ISIS, offered to share explosive manuals and discussed preparing for his “mission,” saying he was missing a “weapon.”On Sept. 12, FBI agents allegedly saw Kramer leave his home carrying a bag and get a rideshare to a retail store, where he purchased a disposable phone. He later met another person in a parking lot and obtained a long black bag from the trunk of a vehicle, according to the affidavit.Kramer then allegedly traveled to a hotel in Cranberry Township, where he paid cash for a room. Witnesses at the store and hotel reported hearing a metallic clicking sound from his bag when it was placed down, according to the affidavit.
