Many eyebrows were raised by reports of a quiet word from the White House to the Justice Department concerning the pace of litigation aimed at restricting or even outlawing distribution of abortion pills. The word was “wait:”
The White House has instructed the Justice Department to move slowly on any abortion-related actions ahead of the midterm elections, The Washington Sun has learned.

In a series of discussions, senior White House officials, led by White House chief of staff Susan Wiles, directly delivered the message to Attorney General Todd Blanche, according to a senior administration official not authorized to discuss the matter publicly. Wiles suggested that an aggressive approach on abortion would generate unwanted attention, something the officials worried could alienate voters ahead of the November elections.
This is a familiar bit of advice from Team Trump to Republicans, who might otherwise bend to the wishes of the anti-abortion activists who make up an important part of the GOP/MAGA base. After all, in the eyes of said activists, every abortion is a homicide and stopping this “Holocaust” is essentially why they are in politics. But Trump himself famously blamed anti-abortion zealotry for GOP under-performance in the 2022 midterms, and ordered Republicans to put their menacing plans for banning abortion on the back burner during his 2024 comeback. It’s no surprise the same directive has been reimposed in 2026.
But that’s far from the only controversial or flat-out unpopular agenda item that Trump and his party are trying to shield from the public until midterm voting is over. Here are some others:

1.Annihilating or surrendering to Iran
Anyone who claims to discern a predictable end-game for Trump’s war of choice with Iran is either foolish or clairvoyant. But it has mystified many observers that the president is willing to handicap his party with an on-again, off-again no-win Forever War that a growing majority of voters do not like. Trump has made it clear that he expects the war to end right after the midterms, without addressing exactly how that will happen.
The political problem for Trump that may make him reluctant to end the war before Election Day is that any resolution is likely to make his handling of Iran more prominent and less popular than ever. He has let us know repeatedly that he’s considering an annihilation of the country, which will horrify war opponents. But he has also behaved as though a capitulation to Iran’s peace terms is where this is headed. That will enrage both war opponents and those who have backed a tough approach to Iran. Better, perhaps, to equivocate until voters have voted.

2.Throwing money we don’t have at the Pentagon
Big fights in Congress over government funding have been punted by Republicans with apparent complicity from the White House. In part that’s because GOP fiscal hawks are increasingly horrified by the red ink already spilled since Trump returned to power (with the hawks’ own blessing, of course, contingent on promises to restrain spending later). They viscerally dislike the $1.5 trillion worth of borrowed money he has requested the Pete Hegseth’s “Department of War.” But you don’t have to be a small-government conservative to dislike a gigantic bonanza for the Pentagon: a significant chunk of the new money will pay for past and future costs associated with the unpopular Iran War.
In terms of how the money might be secured, two specific battles have been deferred until after the midterms. A stopgap spending bill cleared Congress in August; it avoided, or at least delayed, a possible government shutdown. Republican congressional leaders also punted on a third budget reconciliation bill that might have given the Pentagon what it wanted on a party-line vote that Democrats could not block with a filibuster. Both these collisions would have been deeply unsettling had the GOP moved ahead with them as originally scheduled.
3. Hammering the social safety net again
Another likely component of the Reconciliation 3.0 bill that Republicans considered but then delayed was a new set of deep cuts in safety-net programs like Medicaid and SNAP. Such cuts (likely presented as attacks on alleged “fraud”) are regularly demanded by House Freedom Caucus types who favor paring back the “welfare state” as an end in itself, and also view major domestic spending reductions as a way to pay for more defense spending and tax cuts.
The health care and nutrition cuts contained in last year’s One Big Beautiful Bill Act have already become a big political problem for vulnerable Republican candidates this year.

4. Blowing up voting rights
Yet another likely element of Reconciliation 3.0 is a down payment on the national proof-of-citizenship test for voter registration that Trump has been relentlessly promoting via his stalled SAVE America Act. The more people learn about this bill and the onerous paperwork burdens it would impose, the less popular it is. And had Republicans agreed to enact it before the midterms, it could have partially backfired by angering older and poorer voters who didn’t have the documentation the bill would require. On another front, several southern states delayed racial gerrymanders designed to reduce Black Democratic representation in Congress and state legislatures out of fear that such steps might mobilize Black voters against the GOP. After the midterms, they’ll likely move ahead.
5.Expanding the imperial presidency
In important respects, the federal courts have stalled the Trump administration’s ambitious project to expand presidential powers beyond their previously understood constitutional limits, and occasionally Republicans in Congress have prevailed on the White House to move a bit more cautiously. If the GOP loses one or both congressional chambers and with it the right to pass party-line legislation that Democrats cannot filibuster, then the lame-duck session in November will be a last chance for congressionally sanctioned presidential power-grabs while Trump is in office. Worse yet, the knowledge that Trump will no longer have Congress under his thumb will encourage even greater White House brinkmanship on challenging congressional prerogatives.
Putting off extreme power grabs avoids feeding the argument that Democratic control of Congress is necessary to provide some counter-balance to Trump’s rapacious authoritarian tendencies. Once voters have voted, he may well feel no further need for accountability to anyone other than the face he sees in the gilded mirrors of the White House.
