What is stopping me from importing a car (such as picrel) to the U.S before it turns 25 and keeping it in storage or driven only on private roadways (or around on airfield property) until it turns 25?

I'm not aware of anything on the federal level but you can still run afoul of state laws and local ordinances. For example, more than a few counties and municipalities have ordinances that require vehicles to be currently registered even if non-op and snitches exist to call Code Enforcement even if the local governments aren't using drones to spy on you directly. Had a friend get caused a bit of trouble long before drones were a thing with several First-Gen Mustangs that somebody literally had to trespass on someones else's property and climb a privacy fence to see and report.

The law covers importation of road cars, so you cannot even bring it into the country. The easiest alternative is to have a buddy in a much more import-lax country (like Canada, or better yet, the Caribbean) to hold the car there.

Florida? If you want a Santana, you might as well buy a Chinese model instead of a Brazilian one and have it sent to Hong Kong. There are facilities in Hong Kong designed specifically for car storage and there are no import duties on cars from any country there, so really any car, even a brand new one may be stored there. Of course, you may need to travel there every so often, but that is the only downside that I see.

Nothing. Picrel was taken in 2015, for instance, when both of the cars in the pic would've been entirely illegal to register and drive on the road (R34s are barely even legal now, finally). Did the owners care? Not one bit - I'm not sure how they were registered but they had current plates and were driven in. This is in Florida, by the way.

I used the Santana as an example (though I would not mind a new-ish model from China or Brazil), but there are a few models that I would be interested in owning, none are old enough to be legally imported: TagAZ Aquila (mind you this is a hairdresser's car), APAL Stalker, Vauxhall Vectra VXR, Citroen C6 and Ssangyong Chairman to name a few, which all fall under this problem.

What about workarounds by engine swapping previously engine swapped NEVs (this was how the Lada Oka was sold in the US)?

Nothing. It's illegal to import and register them, the law says nothing about them existing on private property (although their existence is evidence of importation which is illegal).
If you want one you'll need to import and register in Mexico o algo and then drive it across the border on Mexican plates. Tons of cars on ancient mexican plates here in NM because police don't execute traffic stops and ALPRs don't return anything for foreign plates.

Yes. MB lobbied for this law back in like the 90s. People figured out you could get better optioned/equipped Mercedes straight from Germany for cheaper than what dealers wanted for the USDM versions. That pissed off Mercedes so they lobbied Congress to pass a law banning non-US certified vehicles until they're 25+ years old. Funnily enough we can thank Bill Gates for the show & display exemption because he just had to have a Porsche 959 which wasn't sold here.

I'm pretty sure you cannot bring it into US for storage until it's 25 years old. However there have been cases of people importing cars to Canada before it's 25 years old and then storing it there until it's 25 years old. I think one guy bought like 10 R32 GTRs back in 2012 and 2013 to store in Canada right before those cars turned 25 years old in 2014.
