You are a Californian assuming the law is the same in every state. Very few states have citizen's arrest. You also can't citizen's arrest an officer, you'll get your ass whooped and booked. You record evidence and bring it before their internal affairs. If that doesn't solve it, contact the attorney general's office in your state. The state POST board is also good to contact, they can pull their certification so they can't work in law enforcement anymore, the offending officer and the supervisors who didn't act appropriately.

Nope, that's just detention by a citizen. You're a layman and I've literally worked law enforcement in a citizens arrest state and a non citizens arrest state. Citizens arrest means a non-sworn, non-trained person is signing the arrest form as the arresting person, and participating in all court proceedings against the arrestee. The officer is just accepting the arrest, and in my state is required to accept any citizens arrest or I'm charged with a misdemeanor for not accepting.

The problem is random people don't always understand probable cause and will throw arrests around. Typically they don't even detain, I show up and they say I want my neighbor arrested for threatening me. I have to arrest or cite their neighbor just based on their claim, because a bare claim alone with no exculpatory evidence is probable cause, which is a whole other issue. If I can find exculpatory evidence or prove no probable cause, I don't have to arrest. But a citizens arrest form is just because the crime didn't occur in my presence, so I can't be the arresting person since it didn't.

In my previous state it was much less retarded. Someone reported facts to me, I determined there was probable cause, I made the arrest.

Citizens arrest is just a retarded version of that process, but welcome to California, it's retarded. Our system is the worst of all worlds, stupid holdovers from the 1800s, liberal bullshit making serious crimes misdemeanors and letting repeat criminals go, and cops with terrible attitudes. Military guys are the absolute worst cops. They do not see outsiders as human. Guys that got hired on as a cop at 21 and just have no life experience outside of it, they don't do so well either.
