I currently have a 2021 Svartpilen 401 and I want to move up to something bigger. I have had it from new and it has been fun, but I don't want any more of the KTM crap attached to a bike like that.

Thinking about something used and have been thinking about getting either a 2024 MT07 or a MT09 from 2016, since they hover around the same price point where I live.
I have been on a couple of MT07, but never a 09.
I mostly use my bike as a weekend thing, but do sometimes use it for commute on the freeway.
The 401 works, but it is strained on the freeway.

Is the 07 "enough" bike, or should I jump to the 09 for the nicer suspension and brakes?

In the mid late 80s italian manufacturers started a war to make the best 125. These bikes could be ridden by 16 year olds and they were fast with about 30 hp and around 100 mph.
Honda couldn't compete with the italians so they got the italians to design and build bikes out of italian parts, grimeca brakes and wheels, marzocchi suspension, gilardoni cylinder, etc and the craziest part was the frame, a thick cast aluminium frame (alucast). There was a naked, a faired version and even an SP edition.
Honda being Honda wanted the bike to be easier to ride and frendlier than the racier pure italians and had big success. Muh electric start only (except SP).

I did vacuum leak check with generous amount of carb cleaner, around throttle bodies boots and the ones below that go into manifold - nothing.

Then I redid Throttle Body Synchronization but this time around 8K RPM instead of idle. It's curious that on idle (~1.3K RPM) vacuum is even across cylinders. But if you rev up the bike - cylinders 2 & 3 begin to lag behind. Broke two of the little shit vacuum hose plugs in half, should probably look for replacement if I keep doing this. Doing TBS on like 11K RPM near redline is also an option, but I don't think my neighbors would appreciate. Even I would need earplugs for that.

Torqued front steering tri-clamps to spec, their punch bolts that fix them to forks. Upper ones were pretty loose.

Finally, did away with rubber padding between handlebar mounts and risers >>28954138, because I was done with bar impotently rotating under the clamp on me. When different risers arrive I might repeat this experiment.

Test ride impressions:
The vibes moved from 6-9K RPM to 7.5-9K RPM, as before - any higher than 9K and they are so high-frequency it's imperceptible.
But a 7K being vibe-free is already a win, as this is a comfortable cruising RPM.
Right peg & right handle (throttle-side) still vibrate, but how should I put this. The amplitude seems lower. Now if I just put weight of my arms on them - I don't feel the numbing sensation anymore. I did a ~1.5 hour round trip on a highway and my hands weren't numb after anymore.

This still isn't as comfortable as the bike was after I got it, but it's already much better.

AI slop recommends checking front steering bearing, since it's an easy check I will do it tomorrow.

Then I will hope that a better handlebar, different mounts, & bar end weights would solve the rest of the problem. If all fails - I will consider anon recommendation and hammer two fucking kilograms of fishing weights into the bar.

Sounds utterly normal. Remember that tappy valves are happy valves. Protip is that a misfire will always make itself VERY well-known, especially on a four cylinder. You'll hear thrum-thrum-thrum-BRUM- (and here the RPMs will drop REAL low - almost to stalling) and the whole bike will shudder hard then thrum-thrum-turm-BRUM and so on. It's not a minor thing.

coils wouldn't do shit about knock, but that doesn't sound like rod knock, like I said in my previous comment, it's just tappy valves being happy valves. You probably don't need an adjustment, but you should be able to check the tolerances yourself; since they're still audibly tappy I'd say they're fine. Traditionally, valves are installed to the low end of the tolerance, and tighten over time as the bike wears - at which point they need loosened again.
From your video that is 100% not misfiring. Chill out dude. Motorcycles are loud and grumbly and vibratey.

Out of curiosity though guys; do you guys think the pros way outweigh the cons in getting a DRZ400 over a 2 smoke?

MotoCross is an entire other hobby. You're talking about doing top end rebuilds every 50 hours and bottom ends every 100 hours.
You also need an entire set of gear, a lot of skill, time, money, access, and you need to be able to pay for hospital bills.
If you're actually entering the MX hobby then yeah, get an MX bike like the RM. There's virtually no crossover between the sport of MX and riding dualsports.
