Because they're not fog lights they're "driving lights", at least here in North America. "fog lights" is an outdated term. Heavy fog is pretty rare most places so these low mounted white lights are mainly there to light up the ditches and add a bit of definition to the terrain.

We have this trend where I live. Blind boomers have now started putting chink led lights in their non-led fog light housing. And of course they always turn them on.

So now when the road is wet you get giga-eye cancer beams relfecting and torching your retinas.

fuck the fog, I put bright LEDs in there to spite crybabies like you. I put them on my own car for my own aesthetic enjoyment only- not for your pussy ass appeasement. Yes, it does help with the fog and extra-dark roadway driving as it illuminates details on the sides of the roads I would have otherwise missed- like street signs or land marks.

My old car had them and I used them often - often just to get more light on the road ahead.
My new car has LED matrix lights and lowers the beam automatically when I turn on the fog taillights - which I absolutely hate. Fog taillights are retarded, or at least the people using them in thick traffic or when a few drops of rain fall are.
