Long ago before Walmart was everywhere, they would pick an area, open a store, and then sell things at a loss, specifically things sold by local competitors.
If there was a vacuum store they would sell vacuums at a loss, having the lowest prices in town.
People would buy at Walmart because low price.
Vacuum store would go out of business.
Walmart would then jack up prices because what the fuck is timmy gonna do about it.

Walmart destroyed mainstreet America doing this and we never recovered.
