Surely it would make more sense, as most speed limits round town are 30 instead of 40, and on the highway 70 rather than 60

Pretty sure only British cars do this

Because starting with 0 makes more sense than starting with 10. When you turn on your vehicle, you are going 0 mph not 10. We do have 5mph speed limits too, so starting at 10 would mean the inability to see said 5mph.
