The software itself is often handed out for free, because the developers know they can sell the hardware at a premium. Look at VCDS, when the Chinese finally cloned HEX-CAN for a reasonable price, ross-tech released HEX-V2 and make HEX-CAN unable to work with newer cars. They also took down archives of the older VCDS so its harder to crack with kolimer

Pretty sure you could snag a microcontroller for less than 120, not so sure about the actual obd2 plug though.
I guess you could make your own or just plug wires into the pins

All you have to do then is send anything the controller sees to the pc, and vice versa with debug channel or something

That being said, it's probably only worth it if you can make it work on many brands, and have model-specific patches
The time cobbling it together isn't worth it either, unless you enjoy that kind of thing. Respect diy'ing it to prove a point though

This is pretty wild actually because not even Ford, BMW, Mercedes, the usual suspects are this bad. Most if not all Ford and BMW specific diagnostics and reprogramming can be done on the high end obd2 readers ($500 range).
