CAFE regulations focus on fuel economy. These cars, if I remember correctly, got high 20s mpg on the highway (give or take, depending on the model). So I am not sure that CAFE was the problem.

Maybe you are thinking of CARB, the California Air Resources Board, which as the nation's largest automotive consumer market, effectively set emissions policy?

Emissions/fuel economy are not the same thing.

Damn that is a clean Northstar. Mine has an oil seep somewhere and it makes everything a mess. I've never been able to locate it just because of how cramped the engine bay is, which is really my biggest problem with that platform.
