A new program aims to make traffic stops safer for people who are neurodivergent or who might have barriers to communicating in stressful situations.

Known as the Blue Envelope program, the idea is simple: People can place their vehicle registration, insurance information, and other important documents in the specially designed blue envelope. They then store the envelope in an easily reachable location in their vehicle, so it can be handed to an officer during a stop.

“This program helps ensure as smooth a process as possible during traffic stops, keeping our drivers and law enforcement safe,” Gov. Bob Ferguson said.

Starting today, blue envelopes can be picked up at any driver or vehicle licensing office. No appointment is necessary, and no documentation is needed.

Anyone needing a blue envelope can get one, no questions asked. Those who drive more than one vehicle can take the number of envelopes they need. The program is not limited to vehicle owners — passengers are eligible too. Envelopes can be picked up for friends or family who may benefit from them.

“This is about protecting people in a moment when a simple misunderstanding can have serious consequences,” Rep. Carolyn Eslick said. “For someone who processes the world differently, a traffic stop can be overwhelming and frightening. Through this bill, we are providing a clear way for drivers to communicate their needs and help officers respond with awareness, patience and understanding so everyone gets home safely.”

The program is free, voluntary, and private. The department keeps no record of those participating in the program.

Safer traffic stops mean safer drivers, safer police officers, and safer roads. In this way, the Blue Envelope program aligns with the Department of Licensing’s mission to help all Washington residents live, work, drive, and thrive
