If the wire was initially installed low hanging it would be marked with a warning sign roadside. Means the wires were sagging too low. FWIW, the lowest lines are telecommunications with power lines being at the top of the pole so the truck snagged a phone/internet cable which then drug down the poles. Power lines sagging much and they'll be out there pinche-quick but the TC guys, well, they might be detailed to a line downed by a tree sometime before the heat death of the universe if the line is still operational. Maybe. See it all the time around here. Tree trunks leaning on TC lines for literal years, TC lines sagging so much they touch the ground at the mid point. Hell, there's one where the stay on the pole broke and the line fell to the ground and all you get when you call it in is "We are Aware..." pablum. There were reasons that AT&T was a monopoly.

The actual power lines are just about universally above the communications stuff. Although obviously it tore the power down with it.What happens is the power company puts up their stuff, and then the communications company asks if they can hang their stuff on the same poles, and the power company doesn't check that the communications guys maintained proper obstacle clearance. Or maybe they did, but they hung it in winter and didn't hang it high enough, so on a hot day and summer it sagged down below the 13 ft whatever of standard road clearance. This is almost certainly the culprit. The communications guys are like the busch league dropouts for the overhead distribution power guys. One step above the tree guys lol
