Had a Hankook Ventus V12 205/45 R17 with 2 small bubbles (you'd need to look closely to even notice). Used it for around 10K km like that, no problems even going at highway speeds, the bubbles never grew. I eventually replaced it as it was getting bald.That said, it could be unpredictable so you should replace it, but it is not a big deal if the bubble barely noticeable.
