I work as FDOT accident response so believe me when I tell you this is more common than you think. They really are too stupid to realize what kind of danger they are in. I just dealt with a similar accident because two cars stopped in the middle lane over a fender bender. I have also stopped for one guy with his whole family in the car in the middle lane over a flat tire. I'll never forget the first thing he told me as cars are wizzing by.

as you can see the guy was driving an actual truck. they are far slower to brake and dramatically more so in wet conditions. if it's also foggy and you're at freeway speeds, you won't have enough time to stop
