Do you really want to leave the functionality of the cars in the traffic around you down to the judgement of the general public? If you didn't enforce it with inspections a considerable amount of people would be driving around with bald tires, half their lights burnt out and non-existent brakes because "well it's worked until now" (see: "altima drivers" in the US). If it was just something only affecting them I wouldn't care, but we actually have to share the road with these people and there are already enough hazards on the road without people driving around in motorized death-traps. Besides, well maintained cars have no problem passing them and minor defects like burnt out light bulbs aren't generally even a cause for a fail provided they weren't present on the previous inspection as well. Not only did an inspection station have to be a part of an auto repair facility, that facility had to have at least one flat bay set aside for inspections and only inspections and, more importantly, a Trooper dropped in periodically to inspect the inspection station to see that it wasn't being used for other things like storage or working on cars outside of inspection-required work like headlight adjustments, bulb replacements, etc. Can't imagine that other states wouldn't have something in place to combat fraud by now too.
