I've recently joined the Georgia crew and gotten my road legs harassing and fining innocent 20 something street schooner captains. However there's still some things I'm confused about.

Why don't we simply plunder any ship we like? It's not like we need a real reason to throw someone in the brig. I throw captains who blow a 0.0 on the rum-o-meter in the brig all the time. Also, what's with all the court case nonsense? I want my plunder NOW.

Charging decisions were always meant to been at the discretion of the Court, not the officer.

Speaking of officers, Sheriffs and US Marshals are the only ones codified, per the constitution.

States have a police power via common law and police departments are created by states to implement that police power. It's one of those "powers not delegated" and "reserved to the States" in the 10th Amendment.

By the way, those are nowhere in the Constitution. Both are offices created by legislation to implement the police power of the states or federal government, just like police departments. States, if they wanted to, could remove elected sheriffs and replace them with appointed police chiefs. That's how Alaska does things and Connecticut got rid of their sheriffs in 2000.

Why in God's name would Conneticut and Alaska of all places want to ditch an elected position (county Sheriff) for an appointed one (county Police chief, appointed by the state governor I assume). You're moving what little accountability you have away from the actual geogrephical place of policing to a state capital.
