It's called Indirect Water/Ethanol Injection.
It injects a mixture of water and alcohol into the intake manifold which cools down the air that gets hot in the turbo. Cooling the air down increases its pressure and you go faster.
It's used in a few interesting builds like 630 hp Audi RS3 (400 hp stock) or 1000 hp RS7 (630 hp stock).
