Don't you have to get approval from some government engineer to put any mod on your car in Germany? The bad guy could be a shady owner (eastern european or turk) of an inspecton shop that takes bribes to clear modded cars then uses threats and blackmail to extort more and more from the ragtag group of main characters.

I'm not an expert but you can probably even have mismatched front and rear wheels with an H-plate as long as it was a factory option or the mod was properly recorded within 10 years of the car first being registered.
