A lightweight flywheel is usually a massive performance improvement for lower gears and at low RPMs.
Weight reduction (wheels, 2 piece rotors, titanium exhaust, etc.) will improve the ride quality, handling, and acceleration slightly.
A good alignment, good tires, brakes, and knowing how to drive will make you faster than 95% of people in anything other than a straight line.

Generally the only power adder short of a tune is to remove the catalytic converter, which is illegal in most of (if not all) of the first world.
I've done it on 3 of my previous cars. Took an entire second off the 1/4 mile in my RSX, I used to live right by a drag strip so I tested often.
Even if you live somewhere without inspections it'll sound like ass 9 times out of 10 and the power gain isn't *that* big for most cars.

Weight reduction, back in the day during the 90s and 00s tuner era is broke ass high school kids just dumped whatever we didn't need and gained instant performance. Sound deadening, air conditioning, power steering, back seats, spare tire and jack, dashboard, everything, all that was left was a tin can on wheels. You can shed like 200-300lbs and that was a HUGE performance boost back in the day
