I am not aware of any car from the era you specified other than a Geo Metro that only made a ratio of 100hp out of an approximate 2 liter displacement (the Geo made 72hp on 1 liter, so about 1.5 times the ratio you suggested). It was also specifically detuned for fuel economy.
