Tram lines can be used to overtake if the line separating them is discontinued and there are no trams nearby.

No road has a dedicated passing lane. There is no lane that is to be used solely for passing. The rule is you keep left except to pass. Any lane can be a passing lane.

This is how traffic happens anon. The flow of traffic is reduced to the speed of the slowest car on the road because nobody wants to let anybody pass them.
A lane is literally a long ass queue we're all standing in, and if there is no express lane like at a grocery store the line becomes ever longer and everybody is subject to waiting for granny to finish up even though they only want to buy 2 items. I agree that it is not always practical in city driving to keep inside and pass outside, but that doesn't mean you should just forget the rules of the road and say fuck everybody else they can wait because I need to turn in 3 miles.

What you should do is pick your lane and leave enough space for everyone to change lanes and for faster cars to filter through.
Keeping right on residential streets is especially impractical because there is no right turn lane. You WILL have to slow down to a near stop if someone is turning off and you can't get over in time.
I'm of the opinion that on a 4 lane road with a center turn lane the left lane should be for travel and the right for turning and passing.
