I have a "storage" option with USAA so I pay 5 bucks a month on vehicles that spend more time being modded than on the road.
Even inquired specifically about the legal ramifications and was told "well its actually 100% covered if you drive it but we would prefer it if you call us the day before you plan to take it out".

There HAS to be other insurance companies that offer the same options (since you probably dont qualify for USAA).
