Short answer was that more and more traditionally luxury features were coming into cars which were traditionally in the economy price-range, which made an extremely-cut down, no-frills model like the Beetle less of a sell. Cars were also beginning to increase in size from the 2010's onward (which blossomed into the current autobesity SUV craze) and consumers didn't really want a small car. Advances in engine technology and the proliferation of hybrids made it so a car's size or engine displacement increasingly had less to do with how fuel-efficient it was (A hybrid Lincoln Nautilus, which is a 2-row full-size SUV, can get 30 MPG, easily) which also kneecaps one of the selling points of a small car. Finally, the beetle just kind of always sucked to drive and only had sheer utilitarianism and the ubiquity of replacement parts. Which was counterbalanced by the fact that they were not reliable cars.

It turns out that sheet metal is a rather cheap component of a car - so making a car small doesn't save much cost.
Everyone bitches about cars being expensive, but no one would buy a 50hp box on wheels without even AC.

4 wheel Disc brakes, Dual circuit braking system, a more robust electrical system, improved shift linkage components.
A proper oil filtration system for the engine and larger oil cooler would also help.

The biggest issues with the Beetle though was less the car and more the people driving them.
Just because a car is "simple" does not mean "No Maintenance Required".
