They run stretched tires in F1, while nascar runs bulge.
This is because F1 uses tire blanket heaters so they don't have to worry about pressure spikes while nascar starts cold with low pressure, so after a while the bulge goes straight wall.
Stretch is faster.

For drifters it let's you run really low tyre pressures without the tyre wobbling around too much.
Which for the purposes of drifting gives you low side bite grip, which means you can chuck it sideways easily, but good forward bite grip so it will push forward and around the corner when you get on throttle.

Example:

My 295/30r18 have a unmounted wheel width of 12in
Mounted on a 11in wide wheel results on a slight 1/2stretch on both sides.

Pressurized bead seater tank. Other ways Japanese do it is use bike tire inner tube on the bead seat to take up the slack, then just inflate the tire normally if they dont have that "cheater tank." You can also do the explosive technique like >>29102059 said.

The serious guys will "pre-stretch" their tyres by leaving them out in the sun with blocks of wood wedged between the beads so that the tyre takes that shape.
The other way to do it is you seat one bead by placing wheel and tyre ontop of a another tyre thats a bigger diameter than your wheel, then you jump on the wheel so the whole tyre gets forced to one side so hard that it pushes one bead on. Then you can flip the wheel over and when you stand on the other side it will stretch the tyre right out and make it easier to bead blast.

The main problem with bead blasting/exploding the really stretched tyres is getting rid of the air gap - the blast won't do anything if there's too big a gap between tyre and wheel, that's the only reason they pre-stretch them.
