I'm convinced it's an ego thing or a laziness thing. They either don't like being passed by others because it hurts their fragile ego or they're too lazy to move back into the right lane after the pass. Otherwise there's no reason what so ever to be in the left, especially if you're speeding and there's an empty right lane. 90% of the time it's a German made vehicle which might be a factor. Those people tend to compensate hard and usually have ego issues. It would be nice if these vehicles came with a sticker from the factory.

Nobody outside of /o/ actually cares about this. When most people see slow drivers in the left lane they just go around without giving it another thought.

I was once in a fog bank with about five car lengths of visibility while on the highway, visibility of course referring to lights only, you couldn't see the rest of the car until you were a car length away. Everyone was driving about 25mph.

And then someone passed us on the left lane at 75. What's funny is that I have no idea if he crashed and killed everybody later down the road, cause if I passed him then visibility was so poor that I wouldn't be able to see the wreck.
