I have access to an unused plot of land that is somewhat close to where I live. It's near a public space I am also poor as shit and would like some reliable free vegetables.
What's stopping me from planting bamboo (Sasa kurilensis, it's supposed to be resistant to frost and would thus be fine with the polish climate year round) large amounts of that unused plot and harvesting bamboo shoots? The idea is that I'd come there every once in a while with a shovel and dig some up, I don't want to actually garden I just want it to grow largely by itself and i'd just harvest it sometimes.

Bamboo takes a couple years to establish, especially your Sasa species which I'm not even sure is edible. Look into the Phyllostachys species. They take about 10 years before they reach full height (if you plant from a small rhizome division). And the shoots are only available during the spring.

"Invasive" is a meme especially considering bamboo can't even reproduce by seeds and relies on humans to spread it. Yeah no shit if you plant it in your 1/4 acre suburban plot you're going to have issues. And then you city fags ruin it for the rural people by banning it.
