could just be to get smoother water look, and you can lower the exposure in post after over exposing to get a cleaner noise profile, sharper sunstars and even maybe stack it with a static shot for anything moving.

+2 2/3 stops of light and smoothing the water by a factor of (probably) 5 doesn't actually sound that extreme for a shot like this. It's all personal preference, but saying it's too long seems false.
I'd narrow the aperture at least a full stop and use the remaining light to reduce noise to get a very clean night-time landscape. If you're taking tripod shots the difference between 4 seconds and 30 is about fuck and all in terms of effort.
