Without cheap Chinese slave labour flooding the markets and artificially depressing value, refining and mining elsewhere can become profitable and the market can diversify. This isn't a situation like oil in the 1940s where only a handful of wells had been discovered and strategic shortages were a real issue. Canada has mountains of rare earths for electronics but we literally ship the ore to China to refine because it's cheaper with slaves. They don't have the ability to cause anything but an extremely short-term supply crunch before the market diversifies.
