Two, training the technicians to maintain these systems is a long process and they don't produce that many per class. When I was in tech school a class for raws techs was considered big is it had 4 or 5 students, and just to get through the electronics and radio blocks would take three'ish months, add in specific systems training and on the job training afterwards and it take forever to get a functional technician. This is also a problem for microwave systems.
