It is correct that west German pumped a ton of money into miserable East German infrastructure but in exchange they extracted a lot of economic prowess from the east. The better option would have been to offer capital to East Germans to take care of their own companies, but that would have been more expensive. Another problem was that a lot of west German elites suddenly moved into east Germany and took over various positions of power, especially in politics and the government itself (judges, attorneys, etc). Another big factor is cultural/ psychological. East German was ahead of west Germany in terms of childcare, housing and other social programs. These were all eradicated over night essentially. This could be seen as a minor interference but is a symptom of a large scale erasure of East German culture and institutions. Not everything the east did was retarded but the west treated them if it were.
