table folk = the elite

ground folk = the working class

The table stepfolk are technically part of the ground folk. They don’t own the table, and they don't own the food.

However, they have been given a step to stand on that raises them slightly above the rest of the workers.

Their job is to protect the table’s interests. They enforce rules, report on their peers, and stop any troublemaking like strikes or complaints before it reaches the table folk.

They believe that if they protect the table well enough, the table folk might eventually give them a seat at it. They value the security and status of their step more than they value their connection to the other ground folk.
