The point of carving out the wiggle room was to enable the gasoline drivers to pay an arm & leg to get non-full EV models to play with.
It will be split for exactly two use cases: country side driving & hyper cars. The rest will have to live with regular EVs.

Germ**s are just refusing to adapt, and EU countries are even lazier to develop charging stations, and rebuilding the electrical infrastructure to facilitate even the 90% emission reduction standard.
While nothing's happening one direct or another, the regulatory screws keep getting tightened automatically due to the existing laws. They force European car makers to push EV models out no matter what, and hope that every euro-faggot goyim cattle buys one, or they have to pay a higher emission fines to EU next year.
This was fining amount was reduced as well recently, but the course is still the same.

It will be “smart charging” leaving people with 50 miles of charge when they leave for work in the morning, or time-of-use pricing requiring people to plug in at midnight if they want a decent rate.

The U.S. has already passed the golden age of EV ownership. They scrapped the tax incentives (which were really only good for about a year), and in a few years we’ll start to see major grid issues if demand keeps rising.

We absolutely live in a poor ountry. 40% of Americans rent their homes. I don’t think their landlords will install EV chargers out of the kindness of their hearts. And home charing is essential; charging a car at a station isn’t practical when we’re used to filling up our tanks in a minute.

EV’s are perfect for the vast majority of people: less maintenance, faster, quieter ride, convenient charging (where applicable)… I really think a lot of the Facebook-tier anti-EV sentiment was spread by the oil industry or useful idiots (Boomers).

Their worry about the grid exposure is absolutely correct - the whole grid would have to be restructured, and nuclear power expanded 10 fold in the US alone to make anything about EV-based logistics a mass consumer reality.
EU has tried to enforce EVs now, yet the charging stations are fuck all available. Every marked Tesla / other charging station is max. 6 charging cables. That will not serve any resting stations' regular customer numbers.
The faster that dream dies the better, so we can concentrate on what matters in medium term, PHEVs.

Full EV society would require Chinese tier expenditure of infrastructure projects, which equals zero gibs or pensions at this stage, for both the US & EU.
