All search tools now seem to actively prevent you from being able to seek news or information that wasnt 'published' in the last few years. Since the web is our primary source for everything now its like we've been cut off from even recent history by not being able to find stuff from even 10 years ago.
Has the ruining of search engines been intentional to create a society that has extreme amnesia?

Ruining search engines was done to drive ad impressions, if you can't find what you need on page 1, you navigate to page 2 and page 3, and see 3x as many ads as you would have if you saw the result at the top of page 1.

Yes. Google originally was a nightmare for the rich, the famous, and the cogs in various corporate and government machines. You could reverse image search some random nobody in the back of a press release headline image and find their entire facebook profile and even some internal corporate or government profiles that weren't properly protected from being indexed. Even if the page was private, Google still managed to preview it anyway. They deliberately nerfed the system because a bunch of pornstars and government stooges were being doxed and haven't stopped nerfing it since. They want you to see the sponsored results and that's about it.

That's just corporations in general. Anything that boosts short term share value is rewarded handsomely even if it destroys the company entirely next quarter and everyone knows it's coming. The fiduciary duty of executives is to maximize share value asap. They get huge bonuses for it and can be fired or even sued if they deliberately take actions that do not maximize share value by the next investor call.
