THEN because the government isn't in the property management business, they'll outsource that to some non-government entity, and they'll be like a timeshare management where they simply jack up their fees and maintenance costs by 50% every year. Theres probably a decade long contract in place the government agreed to and cannot get out of. (guess who owns the property management company)THEN that PM company simply never maintains or does anything, however the government is now paying them double what they were previously pulling in from the poors that live there. The level of fraud is about to go way the fuck up because again, if the government is the landlord, they basically set the rent price AND have infinite budget to pay any rent price.
